Yes he could have summonsed you as all bikes had to have a muffler even before the revision. A baffle without a muffler was illegal already. This is part of the reason we are in this mess now. Our laws as they were simply were not being enforced.

The weekend before the law went into effect. I was at dunkin donuts on Minot Ave in Auburn. As i was coming out of the store and walking to my bike. There was a State Police park infront of my bike andlooking it over. As i approched him i said hi, and he spoke up and said to me That i had i nice looking bike etc, But went on to say, Are you aware of the new exhaust law going into effect on Monday. I said yes i am, Well looking at your bike i notice that you do not have mufflers but baffles. And i mention it not a stoct Harley and not even a harly Its a custom built bike I.E west cost chopper etc. Well from how the law is being writen you will be in violation. I would advise you to possibly change or add mufflers.. And all the time i said I thought you want to buy me a coffee? He kind of chuckle, sorry no. Just advising you here, they are going to stop you and ticket you for it Come MOnday. So he left with out any summonds, as he could not for the reason law not yet in effect. But i was warned and Im sure as i was in the store got my plate and info off that. And my bike is one you would spot in a croud. Bright Orange,, fat rear tire and near naked girl on back fender. So i did change exhaust

Thank you DR, Although, you may not have experienced being pulled over, it was interesting that you noted 5 riders from Mass. were riding with straight pipes. I'm sure that they will be much appreciated by the folks in Kennebunk. Stay safe.

Let me start out by saying, rather than finding myself in a potential Citation stiuation,I put my stock pipes back on for now. I have cobra pipes with baffles.
Now the other day as I am riding down Rt 35 in Kennebunk, just passed one of their signs reminding Bikers about Noise,5 MA Riders exit the ME Turnpike in front of me.
All had LOUD Straight Pipes and were doing their very best to see just How Much Noice they could make from there to Bentleys. One even had a Bently's Tee on. I really wasn't surprised when the LEOs chose the location of their roadblock\check point. I really wouldn't think this is the type of advertising that Bently's needs either.
I some how feel that with such actions as this, my chances will be slim to none that I will ever be able to put my conra pipes back on.
I have been hoping that over the rest of this years the turmoil would die down and riding would return to a somewhat modifyed normal.
